LBUSD Surplus Property Sales

The Long Beach Unified School District owns two vacant sites located at 999 Atlantic Avenue, Long Beach, CA 90813 and 4310 Long Beach Blvd, Long Beach, CA 90807. For over 14 years, the District utilized 999 Atlantic to house the LBUSD’s personnel commission and bond office, but the property has been vacant since fall 2014.  Similarly, for over 10 years, LBUSD utilized 4310 Long Beach to house the District’s Special Education Division and the Office of Marketing & Media Services. Neither of these properties have ever been used as school sites. 

At its June 23, 2021, Board meeting, LBSUD’s Board of Education deemed each property surplus and authorized offering it for sale to specified public agencies pursuant to the Government and Education Code requirements (“Public Offering”).  As directed, staff conducted the Public Offerings required by law, but after extensive outreach and discussions with interested parties, staff did not receive offers to dispose of the properties.  Subsequently, staff requested a waiver of the further requirements under the surplus statutes, including the open bidding procedures outlined in Education Code sections 17472 et seq., from the State Board of Education (SBE).  The District’s waiver application was granted, authorizing the District to issue a Request for Qualifications and Statement of Proposals for sale of the properties.

Facilities Development & Planning Branch

  • Develops and maintains long-range masterplans for the district related to new school construction and new additions to or modernization projects at existing schools.
  • Makes recommendations for the purchase of real estate and/or buildings for use as school sites.
  • Organizes and coordinates new school building planning, design, funding approval, project award and construction. This includes permanent building construction and all portable-building installations.
  • Coordinates the district's use of public buildings for school related purposes.
  • Assists with demographic studies of students and the compiling of demographic profiles for the planning of school building facilities.
  • Meets and confers with other planning agencies and private land developers about site and school building planning.
